For over three decades, Metro, a regional government agency in the Portland metropolitan area, has published comprehensive regional data through a program called the Regional Land Information System (RLIS). First developed to support a regional growth strategy, Metro has evolved their approach to data accessibility, and as a result, has shifted to an open data model by moving their data catalog to ArcGIS Hub. We tell the story of how Metro was able to make RLIS free through 30 years of collaboration and technical innovation and how hosting data online has democratized access to our data and the insights it holds.
