At the ArcGIS Pro 3.1 release, the Defense Mapping and Production Mapping extensions include a new tool in the Topographic Production toolbox. The Validate Spot Heights tool checks that spot heights are higher than or equal to their respective contour top. The tool also uses the contour interval specified to check that a contour top is not missing a contour line between it and a spot height.
